TO ACCOMPANY STORY BC-COLOMBIA WAR - Colombian soldiers patrol the army base of Tres Esquinas, a 70-year-old army base on the front line of Colombia's war against the twin scourges of drugs and the world's most entrenched Marxist guerrillas. Officials of the base will receive roughly one-third of the package of more than $1 billion in mostly military aid for Colombia, approved with overwhelming support by the U.S. Congress last month.
