U.S. President George W. Bush makes remarks from the Rose Garden of the White House on prescription drugs October 21, 2002. President Bush on Monday proposed new regulations aimed at speeding consumer access to lower-cost generic drugs by limiting the ability of drug companies to prolong patent protections. The proposed rule changes, to be announced by Bush at a morning Rose garden ceremony, would lower prescription drug costs by about $3 billion per year in the United States, the White House said in a fact sheet.
