Bolivian President Hugo Banzer (L) gives the presidential decor to Vice President Jorge Quiroga after his resignation in a special session of Congress in the House of Freedom in the nation's capital, Sucre, on national Independence Day, August 6, 2001. Banzer, a top ally in the U.S. anti-cocaine war, officially stepped down by transferring power to Vice-President Jorge Quiroga, just a few weeks after being diagnosed and treated for lung and liver cancer. Banzer, 75, a dictator in the 1970's who was democratically elected in 1997, will continue to undergo chemotherapy treatment at the Walter Reed Army Medical Center in Washington. DM
