Maritza Romero, 40, who's brother was killed by army troops in bloody riots ten years ago, stands in front of rows of unidentified concrete tombs where she believes his remains are placed, in Caracas February 27. The tombs contain 64 unidentified Venezuelans who were killed in the riots, and buried in a common graves near the site. Human rights organizations report more than 1,000 people were killed by the army during the riots. President Hugo Chavez marked the 10th anniversary of riots and looting in Caracas by launching a plan to use the armed forces in improving the country's infrastructure. More than 70,000 soldiers took to the streets armed with tools, trucks and tractors repairing and cleaning the city's schools and streets. KW/WS
