Before the rally, queues of buses carried Milosevic supporters along roads leading to Berane. Milosevic was taking part in the final rally of the pro-Belgrade Socialist People's Party (SNP), led by Bulatovic, at a military airfield just outside Berane, a northeastern town of 50,000 in a mountainous area of the coastal republic. The SNP is in opposition in Montenegro, whose independence-minded leadership is boycotting next Sunday's Yugoslav presidential and parliamentary elections, arguing that Milosevic violated the constitution by calling them.
